Appraiser Defined An appraiser in one who develops and reports an opinion
of value on a specific type of property. A report of an
opinion of value, also known as an appraisal report, is
mandatory for almost all transfers of title in real property
sales.
Lenders obtain an appraisal of value
for residential homes, commercial property, and agricultural
lands prior to lending funds. Other professionals
such as attorneys, CPAs, tax districts, insurance companies,
and individuals seeking to purchase property all rely
on an unbiased professional opinion of value.
Changes
In Real Estate Appraisal Requirements
Present educational requirements to legally receive
appraisal fees and become a Louisiana approved
entry level Real Property Licensee Appraiser - Trainee
are as follows: specific core curriculum education
requirements of basic Appraisal Principles (30 Hours),
Appraisal Procedures (30 Hours) and the 15-Hour National
USPAP course. The 75 hours of real estate must be completed
along with a school test; no state exam or experience
required.
The next
type of real property appraiser classification issued
by Louisiana is the "Real Property Certified
Residential Appraiser." This certification requires
200 tested hours of appraisal related subject matter,
250 points of residential field experience and successful
completion of a state examination.
The National
Appraisal Qualification Board has adapted new educational
requirements which require the completion of
college education hours (21 semester hours in specific
courses) or college degree.
